US Carriers Introduce Project Verify To Replace Individual App Passwords (theverge.com) 92

Four major US carriers -- AT&T, Sprint, T-Mobile, and Verizon -- are joining forces to launch a single sign-on service for smartphones. From a report: The service, called Project Verify, authenticates app logins so that users don't need to memorize passwords for all their apps. The companies say their solution verifies users through their phone number, phone account type, SIM card details, IP address, and account tenure. Essentially, your phone serves as the verification method with details that are hard to spoof. Users have to manually grant apps permission to use Verify, and it works similarly to how you might log into some services through Gmail or Facebook instead of using a unique account password. Of course, these apps also have to choose to work with Verify, and the program hasn't listed any partners or when it intends to launch. The service can serve as your two-factor authentication method, too, instead of an emailed or texted code that can be intercepted. Users might not be totally safe if their phone is stolen. T-Mobile, Ericsson Sign $3.5 Billion 5G Agreement (zdnet.com) 16

T-Mobile and Ericsson have signed a multi-year $3.5 billion agreement to build out T-Mobile's 5G infrastructure. The telecommunications company "will deploy Ericsson's Radio System portfolio, including 5G New Radio and NR hardware and software compliant with 3GPP standards," reports ZDNet. From the report: According to the companies, the contract also encompasses Ericsson's digital services solutions, including dynamic orchestration, business support systems or BSS, and Ericsson Cloud Core. Meanwhile, T-Mobile's already installed base of Ericsson Radio System radios will be able to run 5G NR technology via remote software installation. T-Mobile and Ericsson rival Nokia also announced a $3.5 billion 5G deal back in July. Add it up and T-Mobile is investing $7 billion in 5G between the two companies. As part the Nokia agreement, T-Mobile said it would use Nokia's 5G network technology including software, services and hardware. The carrier also said Nokia would help make its "600 MHz and 28 GHz millimeter wave 5G capabilities compliant with 3GPP 5G New Radio (NR) standards" -- echoing its current plans with Ericsson. In other 5G-related news, Verizon will begin offering installation of its 5G home broadband in select markets on October 1st. "Customers [in Houston, Indianapolis, Los Angeles, and Sacramento] will be able to begin ordering service once the installation is complete, with pricing set at $50 for Verizon Wireless customers and $70 for non-VZW customers," reports PhoneDog. Network speeds are expected to be around 300Mbps, with peak speeds nearing 1Gbps. There will also be no data caps.

Verizon Lobbyist Runs For New York Attorney General As the State Sues FCC Over Net Neutrality Repeal (arstechnica.com) 69

An anonymous reader quotes a report from Ars Technica: A Verizon lobbyist is trying to become the attorney general of New York in the upcoming November election. Verizon executive Leecia Eve is one of four candidates in the Democratic primary for the seat vacated when Eric Schneiderman resigned after assault allegations from four women. If elected, Eve says she would recuse herself from Verizon matters and New York State's appeal of the federal net neutrality repeal. As a Verizon executive, Eve defended the company from the city's allegations. Still, Eve has argued that her Verizon experience will help her prosecute "bad corporate actors" -- but without being so harsh that businesses would stop coming to the state. "Her Verizon experience, Eve contends, is 'extremely helpful: I know how corporations work,' leaving her 'best prepared to go after bad corporate actors,' but 'not to radiate to business not to come to New York,'" news organization City Limits wrote Tuesday after interviewing Eve.

Eve would not be involved in investigating Verizon if she won the election. "Under ethics rules, Eve confirms, she'd recuse herself from cases involving Verizon or other telecom issues, leaving policy decisions to senior staff," City Limits reported. Eve also confirmed that she would recuse herself from the New York attorney general office's ongoing lawsuit against the Federal Communications Commission. Along with more than 20 other states, New York has asked a federal court to reverse the FCC's repeal of net neutrality rules, a repeal that was supported by Verizon.
Here's an excerpt from Eve's bio on her campaign site: "As Vice President for Government Affairs for Verizon for New York, New Jersey, and Connecticut, Leecia oversees policy and ensures governmental compliance for a company that innovates and invests billions in New York State and puts nearly 20,000 New Yorkers to work every day. She also serves as a Commissioner of the Port Authority of New York & New Jersey."

According to Ars, recent polls show that Eve is in last place behind three other Democrats running for the office.

AT&T Offers Unlimited Plan Deal For First Responders, But It Can Be Throttled (theverge.com) 70

AT&T is offering a new promotion for first responders and their families. Firefighters, paramedics, and police officers can opt for 25 percent off either of the unlimited plans AT&T announced back in June. But in the fine print, as The Verge points out, "AT&T admits it may throttle data speeds 'when the network is congested.'" The promotion comes soon after Verizon came under scrutiny for throttling firefighters' data as they fought wildfires in California. From the report: AT&T says that first responders looking for completely unlimited internet without data speed caps can use FirstNet, the network it recently began operating specifically for first responders. AT&T was contracted by the U.S. government to built out FirstNet, which offers features that specifically cater to first responders. The company says that it's actively promoting FirstNet, but at the same time, its promotion page doesn't make a mention of the superior plan at all. In an email, AT&T clarified that the promotional plans subject to throttling are for first responders' personal use and family plans. "We're offering first responders and their family members a discount on the consumer plans available today for their personal use," a spokesperson said. "These lines and devices are separate than the FirstNet lines purchased and issued by the first responder agencies, which do not have a data limit."

The deal allows first responders to choose between the AT&T Unlimited & More plan or the Unlimited & More Premium plan, which has more entertainment add-ons to choose from, including HBO, Showtime, and Amazon Music. With the ongoing promotion, a single line alone on Unlimited & More will cost $52.50 a month, while four lines on a plan would cost $30 a month per person. Unlimited & More Premium costs $60 a month for a single line, and $35.62 a month per person for four lines.

US Telcos Are Slowing Internet Traffic To and From Popular OTT Apps Like YouTube, Netflix, and Amazon Prime Video, New Research Finds (bloomberg.com) 168

The largest U.S. telecom companies are slowing internet traffic to and from popular apps like YouTube and Netflix, according to new research from Northeastern University and the University of Massachusetts, Amherst. Bloomberg: The researchers used a smartphone app called Wehe, downloaded by about 100,000 consumers, to monitor which mobile services are being throttled when and by whom, in what likely is the single largest running study of its kind. Among U.S. wireless carriers, YouTube is the No. 1 target of throttling, where data speeds are slowed, according to the data. Netflix's video streaming service, Amazon.com's Prime Video and the NBC Sports app have been degraded in similar ways, according to David Choffnes, one of the study's authors who developed the Wehe app. From January through early May, the app detected "differentiation" by Verizon Communications Inc. more than 11,100 times, according to the study. This is when a type of traffic on a network is treated differently than other types of traffic. Most of this activity is throttling. AT&T Inc. did this 8,398 times and it was spotted almost 3,900 times on the network of T-Mobile US and 339 times on Sprint's network, the study found.

FCC Criticized For Surrendering Power To Punish Verizon After Firefighters Got Throttled During Wildfire (gizmodo.com) 161

Democratic lawmakers on Wednesday criticized the FCC on its response to Verizon's throttling of firefighters' data speeds as they battled a major wildfire in Northern California. "In a letter Friday, Senator Edward Markey and Congresswoman Anna Eshoo demanded answers from the FCC over what steps it is currently taking to address 'critical threats to public safety,' citing its decision to repeal Obama-era net neutrality protections," reports Gizmodo. From the report: The 2015 Open Internet Order -- overturned by the FCC's Republican majority last winter -- reclassified internet providers like Verizon as common carriers under Title II of the Federal Communications Act, granting the FCC regulatory authority that, in this instance, would have allowed the commission to investigate and potential penalize Verizon for its decision. At Chairman Ajit Pai's direction, the commission abdicated that authority this year. It no longer has the power to establish rules prohibiting Verizon from throttling emergency services, or charging police and fire departments additional fees to maintain their communications at optimal speeds when usage peaks -- say, during a wildfire, or an earthquake, or a mass shooting.

"The FCC has incorrectly suggested that the Federal Trade Commission (FTC) could sufficiently fill this void," wrote Markey and Eschoo, whose congressional districting includes portions of Santa Clara. "We strongly disagree with that assertion." In their letter, the Democratic lawmakers urged the FCC to make use of its Public Safety and Homeland Security Bureau and investigate the matter, saying that while the FTC may find Verizon's actions exemplify an "unfair and deceptive practice," both agencies should use "all of the tools available" to resolve this public safety matter. "To do nothing is unacceptable," they said.

FCC Can Define Markets With Only One ISP as 'Competitive', Court Rules (arstechnica.com) 163

An appeals court has upheld a Federal Communications Commission ruling that broadband markets can be competitive even when there is only one Internet provider. From a report: The FCC "rationally chose which evidence to believe among conflicting evidence," the court ruling said. The FCC voted last year to eliminate price caps imposed on some business broadband providers such as AT&T and Verizon. The FCC decision eliminated caps in any given county if 50 percent of potential customers "are within a half mile of a location served by a competitive provider." This is known as the "competitive market test." Because of this, broadband-using businesses might not benefit from price controls even if they have just one choice of ISP.

Yahoo, Bucking Industry, Scans Emails for Data To Sell Advertisers (wsj.com) 88

The U.S. tech industry has largely declared it is off limits to scan emails for information to sell to advertisers. Yahoo still sees the practice as a potential gold mine. From a report: Yahoo's owner, the Oath unit of Verizon Communications has been pitching a service to advertisers that analyzes more than 200 million Yahoo Mail inboxes and the rich user data they contain, searching for clues about what products those users might buy, said people who have attended Oath's presentations as well as current and former employees of the company. Oath said the practice extends to AOL Mail, which it also owns. Together, they constitute the only major U.S. email provider that scans user inboxes for marketing purposes.

Facing 'Net Neutrality' Criticism, Verizon Suddenly Lifts Data Caps On All Public Safety Workers (siliconvalley.com) 138

An anonymous reader writes: Verizon testified Friday before a California State Assembly committee about why its "throttling" of county firefighters was completely unrelated to net neutrality. Then they surprised everyone by announcing that they were lifting all data caps on public safety workers with unlimited data plans, including federal justice agencies like the FBI, CIA and Secret Service.

Verizon claimed this was completely unrelated to the fact that 13 California Congressmen are now demanding that the FTC investigate Verizon's throttling of firefighters battling California's 290,692-acre wildfire. "It is unacceptable for communications providers to deceive their customers," the Congressmen wrote, "but when the consumer in question is a government entity tasked with fire and emergency services, we can't afford to wait a moment longer."

Meanwhile, the California Professional Firefighters, which represents more than 30,000 firefighters and emergency personnel, came out in support of a strict new California law that restores net neutrality provisions, saying their group had "come to conclude that if net neutrality is not restored, the effect could be disastrous to the public's safety."

One county fire chief even testified this was the third time in eight months they've been throttled by Verizon.

Fire Department Rejects Verizon's 'Customer Support Mistake' Excuse For Throttling (arstechnica.com) 251

The throttling "has everything to do with net neutrality," a Santa Clara County official said. Verizon yesterday acknowledged that it shouldn't have continued throttling Santa Clara County Fire Department's "unlimited" data service while the department was battling the Mendocino Complex Fire. Verizon said the department had chosen an unlimited data plan that gets throttled to speeds of 200kbps or 600kbps after using 25GB a month but that Verizon failed to follow its policy of "remov[ing] data speed restrictions when contacted in emergency situations." "This was a customer support mistake" and not a net neutrality issue, Verizon said. "Verizon's throttling has everything to do with net neutrality -- it shows that the ISPs will act in their economic interests, even at the expense of public safety," County Counsel James Williams said on behalf of the county and fire department. "That is exactly what the Trump Administration's repeal of net neutrality allows and encourages."

Verizon Throttled Fire Department's 'Unlimited' Data During Calif. Wildfire (arstechnica.com) 299

Verizon Wireless's throttling of a fire department that uses its data services has been submitted as evidence in a lawsuit that seeks to reinstate federal net neutrality rules. From a report: "County Fire has experienced throttling by its ISP, Verizon," Santa Clara County Fire Chief Anthony Bowden wrote in a declaration. "This throttling has had a significant impact on our ability to provide emergency services. Verizon imposed these limitations despite being informed that throttling was actively impeding County Fire's ability to provide crisis-response and essential emergency services." Bowden's declaration was submitted in an addendum to a brief filed by 22 state attorneys general, the District of Columbia, Santa Clara County, Santa Clara County Central Fire Protection District, and the California Public Utilities Commission. The government agencies are seeking to overturn the recent repeal of net neutrality rules in a lawsuit they filed against the Federal Communications Commission in the US Court of Appeals for the District of Columbia Circuit.

"The Internet has become an essential tool in providing fire and emergency response, particularly for events like large fires which require the rapid deployment and organization of thousands of personnel and hundreds of fire engines, aircraft, and bulldozers," Bowden wrote. Santa Clara Fire paid Verizon for "unlimited" data but suffered from heavy throttling until the department paid Verizon more, according to Bowden's declaration and emails between the fire department and Verizon that were submitted as evidence.

A Community-Run ISP Is the Highest Rated Broadband Company In America (vice.com) 102

An anonymous reader quotes a report from Motherboard: A new survey by Consumer Reports once again highlights how consumers are responding positively to [community-run broadband networks]. The organization surveyed 176,000 Consumer Reports readers on their experience with their pay TV and broadband providers, and found that the lion's share of Americans remain completely disgusted with most large, incumbent operators. The full ratings are paywalled but available here to those with a Consumer Reports subscription. All the usual suspects including Comcast, Charter (Spectrum), AT&T, Verizon, and Optimum once again fell toward the bottom of the barrel in terms of overall satisfaction, reliability, and value, largely mirroring similar studies from the American Customer Satisfaction Index.

One of the lone bright spots for broadband providers was Chattanooga's EPB, a city-owned and utility operated broadband provider we profiled several years back as an example of community broadband done well. The outfit, which Comcast attempted unsuccessfully to sue into oblivion, was the only ISP included in the study that received positive ratings for value. "EPB was the top internet service provider in our telecom ratings two times in the past three years," Christopher Raymond, electronics editor at Consumer Reports told Motherboard. "Consumer Reports members have given it high marks for not only reliability and speed, but also overall value -- and that's a rare distinction in an arena dominated by the major cable companies," he said.

Security meltdowns on your smartphone are often self-inflicted: You clicked the wrong link, or installed the wrong app. But for millions of Android devices, the vulnerabilities have been baked in ahead of time, deep in the firmware, just waiting to be exploited. Who put them there? Some combination of the manufacturer that made it, and the carrier that sold it to you. From a report: That's the key finding of new analysis from mobile security firm Kryptowire, which details troubling bugs preloaded into 10 devices sold across the major US carriers. Kryptowire CEO Angelos Stavrou and director of research Ryan Johnson will present their research, funded by the Department of Homeland Security, at the Black Hat security conference Friday. The potential outcomes of the vulnerabilities range in severity, from being able to lock someone out of their device to gaining surreptitious access to its microphone and other functions. They all share one common trait, though: They didn't have to be there. [...] "The problem is not going to go away, because a lot of the people in the supply chain want to be able to add their own applications, customize, add their own code. That increases the attack surface, and increases the probability of software error," Stavrou says. "They're exposing the end user to exploits that the end user is not able to respond to." Security researchers found 38 different vulnerabilities that can allow for spying and factory resets loaded onto 25 Android phones. That includes devices from Asus, ZTE, LG and the Essential Phone, which are distributed by carriers like Verizon or AT&T.

People Still Don't Like Their Cable Companies, ConsumerReports' Telecom Survey Finds (consumerreports.org) 116

Larger cable providers once again take a beating for perceived value -- even when it comes to bundled plans. ConsumerReports: Unhappy with your pay-TV company? You're not alone. Dissatisfaction with the perceived value of pay-TV service was once again high among the 176,000 members who participated in Consumer Reports' latest telecommunications survey. When we asked for feedback on their experiences with pay TV, home internet, home telephone service, and bundled plans, they shared their displeasure. In fact, most of the larger cable companies -- Optimum (Cablevision), Comcast, and Spectrum (Charter, Time Warner Cable, Bright House Networks) -- earned low scores in multiple categories, settling into the bottom half of the 25 providers in CR's new telecom service ratings.

Only 38 percent of pay-TV subscribers were highly satisfied with their service, meaning they were "very" or "completely" happy with the offerings. Armstrong, a smaller cable company that operates in Kentucky, Maryland, New York, Ohio, Pennsylvania, and West Virginia, earned the second-place slot behind Google Fiber, in part due to favorable scores for technical support, reliability, and customer service. Verizon and the two satellite-TV companies -- AT&T's DirecTV and Dish Network -- also rated better than Cox Communications, Comcast, Spectrum, and Optimum.

Top-rated EPB, a municipal broadband service run as a public utility in Chattanooga, Tenn., was one of the few bright spots for internet service. It was the only company to receive a top mark for value. It also got top marks for speed and reliability. Google Fiber was a close second in the ratings, the only other company to get a favorable mark for value.

Nearly three-quarters of the survey respondents who have a bundled plan -- TV, internet, and phone -- said they got a special promotional price when they signed up. And 45 percent were still enjoying that rate when they answered our survey.

Verizon 'Grossly Overstated' Its 4G LTE Coverage In Government Filings, Trade Group Says (arstechnica.com) 81

An anonymous reader quotes a report from Ars Technica: Verizon "grossly overstated" its 4G LTE coverage in government filings, potentially preventing smaller carriers from obtaining funding needed to expand coverage in underserved rural areas, a trade group says. The Federal Communications Commission last year required Verizon and other carriers to file maps and data indicating their current 4G LTE coverage. The information will help the FCC determine where to distribute up to $4.5 billion in Mobility Fund money over the next 10 years. The funds are set aside for "primarily rural areas that lack unsubsidized 4G," the FCC says. If Verizon provided the FCC with inaccurate data, the company's rural competitors might not be able to get that government funding. "Verizon's claimed 4G LTE coverage is grossly overstated," the Rural Wireless Association (RWA), which represents rural carriers, told the FCC in a filing yesterday. "Verizon should not be allowed to abuse the FCC challenge process by filing a sham coverage map as a means of interfering with the ability of rural carriers to continue to receive universal service support in rural areas," the RWA wrote. "RWA's members are in the middle of the Challenge Process but are expending enormous time and financial resources in their efforts due to inaccurate data submitted by Verizon," the group said. "RWA requests that the Commission investigate the 4G LTE coverage claimed by Verizon and require re-filing of Verizon's data to correct its overstated coverage."

According to the RWA, Verizon claims to cover almost all of the Oklahoma Panhandle, an area of 14,778.47 square kilometers, but estimates that the actual coverage area should be approximately 6,806.49 square kilometers. "[That's] not even half of the LTE coverage area Verizon publicly claims to serve," the RWA wrote.

Verizon Didn't Bother To Write a Privacy Policy For Its 'Privacy Protecting' VPN (vice.com) 50

Jason Koebler writes: Verizon is rolling out a new Virtual Private Network service called Safe Wi-Fi it developed in conjunction with McAfee. According to Verizon, the $4 per month service "protects your privacy and blocks ad tracking, creating a secure Wi-Fi connection anywhere in the world." But the company didn't even write a privacy policy for the product: Verizon's terms of service directs all of its VPN users to the general McAfee privacy policy governing all of its products. That policy, in turn, states that McAfee and Verizon have the right to collect an ocean of data on the end user, including carrier data, Bluetooth device IDs, mobile device ID, mobile advertising identifiers, MAC address, IMEI data, and more. The policy explicitly says that browsing history can be used to help target ads at you.

How Criminals Recruit Telecom Employees To Help Them Hijack SIM Cards (vice.com) 28

An anonymous reader writes: Sources who work for some of America's major cellphone carriers tell us how criminals are trying to recruit them to get help hacking victims. Normally, criminals approach them online, offering to pay them in Bitcoin (the equivalent of $100 for example). In exchange, the employee has to log into a company portal and process a so-called SIM swap. From the report: How criminals find the employees in the first place can vary. Some SIM hijackers I spoke to told me they approach them through shared friends in real life, others told me they just comb LinkedIn, Reddit or social media sites. AT&T and Sprint did not respond to requests for comment about whether or not it had any knowledge of insiders helping criminals. A T-Mobile spokesperson said in a statement that the company is "aware of these ongoing and ever-changing attempts to take advantage of consumers across the wireless industry and we'll keep fighting to ensure our customers' safety." A Verizon spokesperson said the company doesn't share details of internal security processes or investigations, but the company "has systems in place that work to detect employee/vendor misconduct."

How AT&T and Verizon Rip Off DSL Customers (arstechnica.com) 217

A new white paper written by the National Digital Inclusion Alliance finds that AT&T and Verizon are selling slow DSL internet to tens of millions of customers for the same price as fiber customers. These customers have no choice but to pay the rate AT&T and Verizon give them because no other service is offered in their area. Ars Technica reports: AT&T has been charging $60 a month to DSL customers for service between 6 and 10Mbps downstream and 0.6Mbps to 1Mbps upstream, the white paper notes, citing AT&T's advertised prices from July 2018. AT&T also charges $60 a month for 50Mbps and 75Mbps download tiers and even for fiber service with symmetrical upload and download speeds of 100Mbps. These are the regular rates after first-year discounts end, before any extra fees and taxes. Verizon similarly charges $65 a month for 100Mbps fiber service (including a $10 router charge), and $63 or $64 a month for DSL service that provides download speeds between 1.5Mbps and 15Mbps, the white paper says. The price is this high partly "because Verizon ADSL service at any speed requires paying separately for a landline telephone account." [...] The NDIA calls the practice of charging identical prices for wildly different speeds "tier flattening." It affects both urban and rural customers who live in areas where AT&T and Verizon haven't upgraded networks because they face no competition, because the upgrades wouldn't result in higher profits, or both. These customers end up using "the oldest, slowest legacy infrastructure," while paying much higher per-megabit prices than other Internet users.

PhoneDog reports: The Moto Z3 is a Motorola phone that's exclusive to Verizon in the U.S. Specs for this Android 8.1-powered smartphone include a 6.01-inch 2160x1080 Super AMOLED screen and 8MP wide angle front-facing camera with f/2.0 aperture. Around back there's a dual rear camera setup with two 12MP cameras, one RGB and one monochrome, along with laser autofocus and portrait mode support. Inside the Moto Z3 lives an octa-core Snapdragon 835 processor along with 4GB of RAM, 64GB of built-in storage, and a microSD card slot. There's a 3000mAh battery and a USB-C port for recharging that battery, as well as support for Motorola's TurboPower solution to recharge in a hurry. Unfortunately, there's no 3.5mm headphone jack to be found here. All of those features are crammed into a body with a water repellent coating. Rounding things out is a side-mounted fingerprint reader and support for face unlock.
